Last month he told an audience of senior
rail managers that the need for a new high speed,
north-south line would be 'rigorously examined'.
Surprisingly this was interpreted in many of the
following day's newspapers as evidence that the
project, which could cost as much as £30bn, was
close to getting the go-ahead. If only...'
